For 60 people attending the rehearsal dinner (dressy but not formal), how should the tables be arranged to promote conversation and have guests be comfortable?

You will want the tables positioned fairly close to one another.  You might also assign seating, such as all of the parents at one table, grandparents at another, and so on.  This gives the guests something in common and also promotes getting acquainted.  Try to avoid allowing the seating to turn into "her side - his side."  Either the groom or his father, the host, might act as an MC and introduce and welcome people.
