I am having a really hard time trying to find a reception hall for a low price. the location of the wedding will be in Michigan.

Finding just the right reception location can be a problem.  You didn't mention when your wedding date is - summer, spring, or fall - so I am going to give some general suggestions that should help you get started.

Check out grange halls, legion halls, senior citizens centers and recreation centers at apartment and condominium complexes.  You may have to have a resident of the apartment complex reserve their room for you, but many senior centers, legion halls, and grange halls rent their facilities to the public.

If your wedding will be in the summer, check out city and state parks.  If you have a family friend or a relative that has a large back yard, consider using it.  Some bed and breakfasts will let you use their yard for a reasonable cost if you spend the night there (either before or after the wedding).  You may be able to find a reasonably priced banquet room at a hotel/motel as well.

With a little luck, you should find just the right place.  Good luck.
