We would really like to have a good friend marry us, but we're not sure how to get him certified.  We're in California


 
Each state has its own requirements about who can perform a wedding and California is more strict than many other states.  For instance, CA does not recognize ministers who reside in other states unless those ministers first obtain a license in CA, when many other states allow a minister to perform a wedding no matter where he lives.  
 
Call your local marriage license bureau and ask them who can perform a wedding in California and what the licensing requirements are.   If your friend is unable to legally marry you, he/she can still participate in the ceremony.  Then, when it comes time to give you the official vows, a licensed minister or judge can do that part of the ceremony, with your friend taking over again after you have recited the vows.
