want to have a Sword Arch at our wedding but its going to be in
Houston and there isn't any bases here. Can it still be
done? Also do you know how much the cost of it is? Or
approximately?

Contact the local recruiting center for the branch of
the military to which your fiancé belongs. Also, if you have a
national guard base in the area, which you should (most larger
cities have one where reservists do their training), they should
be able to provide information about securing people to do the
sword arch. I'm not sure that there is any cost if you can
locate people who are actually performing their guard duties
that particular day.
The other option, which is the most common, is
to have your fiancé's service buddies who will be attending the
wedding do the arch.
