Where can I purchase some fans with a foam center.

I looked two different times on-line and found no listings for this
product.  I know that it was available in the 1980s, when the look was
in fashion, but I've not noticed them in stores for a while now.  A
large (more industrial) floral supplier might have some, or a local
independent craft/floral store-- but the big chain stores like
Michael's, etc., will not carry them when they aren't popular.

I'm assuming that you are planning to decorate the fans with flowers as
decorations or in place of bouquets.  This is still quite possible
without a specific foam fan center, especially if you will consider
using dried and/or silk flowers.  With flowers which do not need a water
reservoir, it's easy to create a free-form wired floral bunch, then
attach it to any attractive fan with wire and/or hot glue (I like to use
both for strength.)

There are a number of novelty and import companies who have very pretty fans, including Tiger Gifts.  You can find a link to them on my wedding links pages at the URL below.  For more on wiring flowers, you can check your local library for floral arrangement books, or my book, A Bride's Touch, which discusses wiring and related techniques in it's floral
sections.

Good luck!
